Head of the Local Government of Gulu (Uganda)
Before being elected in 2006 as Head of the Local Government of Gulu, Norbert Mao was a Member of Parliament in Uganda (1996-2006). He is also one of the founders of the Amani Forum, the Great Lakes Parliamentary Forum on Peace, of which he has been the Chairman for 5 years. He has been actively involved in several peacebuilding initiatives in the region. In 2006 he led a large number of community leaders to meet the rebels of the Lord’s Resistance Army (North Uganda) and is still an observer to the Juba talks (South Sudan). Norbert Mao served  on the board of the Parliamentary Network of the World Bank, he is a member of the Executive Committee of the Uganda Local Government Association (ULGA) and a member of the Governing Council of the East African Local Governments Association (EALGA).
