Heinrich Hoffschulte

District-Councillor in Münster (Germany) and the CEMR Official Representative on the United Nations Advisory Committee of Local Authorities (UNACLA)

Heinrich Hoffschulte is also former first Vice President of the Council of European Municipalities and Regions (CEMR) and Vice President of its German section as well as County Chairman of the European Movement, the Europa-Union North-Rhine-Westphalia (Germany). Furthermore, Dr Hoffschulte has been Chairman of the UN expert group for a World Charter on Local Self-Government based on the experiences with the Council of Europe Charter on Local Self-Government. For the draft European Constitution, now the Reform-Treaty of Lisbon, he advocated the strengthening of the subsidiarity principle and broader local and regional democracy for the European Union in order to safeguard peace in the 21st century. He has received a number of awards, including the Konrad Adenauer Award for Local Policy, the (Austrian) Emperor Maximilian-Prize for Local and Regional Policy and the Medal of Honour of the Association of Polish Cities.
